The Teen Titans went to City Hall in downtown Jump City to gather the construction permits they needed to rebuild the Titans Tower after it was destroyed by Slade. Braving an omnious rain storm, the Titans entered the City Inspector's office. He grunted, finished his sub sandwich, growled, looked at Robin's blueprints, and denied them the permits. As he laughed manically, Cyborg dragged the distraught Robin out. After failing to find a house for sale the other Titans liked, Robin decided to take a risk and start rebuilding without permits. As they whistled and worked on the new tower, the City Inspector arrived and found them in violation. He produced a roll of red tape. Using it like a whip, the Inspector stole Robin's staff and hit him with it, forced Cyborg to blowing himself up, deflected Starfire's starbolts back at her, tricked Beast Boy into performing a juggling act on a unicycle after he changed into a lion, and taped Raven's mouth shut before she could cast a spell.
The City Inspector binded the Titans in the red tape then declared the work site was officially closed until further notice. The Titans were unable to cut through it. Robin had one last strategy and successfully bribed the Inspector. He approved the build, thanked Robin for the "donation" and jumped into the bay happily.
