Ducky was remotely sent to the theater district to begin blasting citizens with the Songinator while Penguin waited atop the Gotham Point Lighthouse. Ducky braked outside Gotham City Hall and fired at some people on the steps but the Batwheels jumped in front of them at the last second and took the blast. They discovered every word they spoke came out as song.
